A/C in car won't cool?

her car is a 1999 Chevrolet Suburban
my sister's a/c in her car won't cool. She put in a can and a half of refrigerant, and it showed full, but it still won't blow cold air. What could be wrong. She's on a tight budget and can't really afford to take it to the mechanic, but this is her only ride for her and her kids, so they need an a/c. any suggestions?
