Elk County man accused of fleeing police BYRNEDALE - An Elk County man faces charges after several attempts to stop a traffic led to a police chase early today. State police in Ridgway said Justin Swackhammer, 26, of Weedville, was arrested on charges including fleeing and escape, driving under the influence and related summary offenses.
